But, you only need a poke with a dozen bytes or two (a URL?). The device 
can then bring up the higher rate data connection in a managed way.

Or said another way: we agree, the pager architecture isn't sufficient 
today - it isn't the one. Ideally we'd have something that has two RF 
channels; one that is pager-like for pushes and one that can transfer bulk 
data.
