Quick answer: when it cannot be found. :-)

Your project (or one of its headers) is referencing <FloatMgr.h> but for
some reason it is not in any of the access paths used by your project. You
may want to make sure you have a path to the Palm OS 3.5 Support (set in the
the Project Settings->Access Paths), and that you don't have multiple SDKs
referenced from your access paths.
