Here's the exact reason:
The PalmOS interface is specifically aimed at being simple. Providing more than
one way to perform a certain function is confusing and specifically not simple,
especially to new users.
There's already a way to exit, it's the App button. Adding another way to do it
causes confusion, and makes things "not simple".
There may be a few instances where duplication of functionality exists, but this
is one place that Palm specifically provides guidelines.
