Should everyone upgrade to SDK 4.0 dr2 ???

If we are developing applications (currently) ONLY for OS 3.5, is there
a benefit to upgrading to SDK 4.0 DR2?

Specifically, does SDK 4.0 also enhance support  / fix bugs for OS 3.5
in addition to adding OS 4.0 libraries, i.e., does it double as the
latest and greatest update for OS 3.5?
