The freeware image viewer/editor IrfanView does this nicely. The
sequence would be to first make the image greyscale, then use the
"Decrease Color Depth" option, specifying 4 as the number of colors.
However... this seems to just reduce the image to 4 BPP with only four
colors used. This still might be suitable to pasting into Constructor
or using for a 2-bit bitmap input to some other program.
