Thanks, Ben, for the suggestion, IrfanView seems to work well! The only caveat is that
for some reason I can't copy-and-paste straight into Constructor (v1.6b2 - the one
that ships with CW 7). I have to copy-and-paste into Windows Paint first and then I
can copy-and-paste into Constructor from there.

The freeware image viewer/editor IrfanView does this nicely. The
sequence would be to first make the image greyscale, then use the
"Decrease Color Depth" option, specifying 4 as the number of colors.
