It also wouldn't work if POSE has been reset since the application was downloaded to it... POSE keeps the debugger TCP/IP connection open, even when the system goes through a big change like a system reset or loading an old profile, which means that the CW debugger might be out-of-sync with the actual system.
Admittedly, I don't recall if I've ever tried that out, but why would that cause a problem? If the connection is kept open (as it should), that's all Poser needs to send a message to the debugger. I think I clear breakpoints on a Reset, but that's completely different from the connection itself and shouldn't stop Poser from notifying the debugger when the user clicks on the Debug button in the error dialog.
