For that you need a special SIM with static IP
assigned.  Talk to your network operator if you
want/need one.

Note that you will probably find them reluctant to
give you fixed public IP addresses (those that are
unique in the world and can be seen on the Internet --
these are getting to be in short supply).  Getting a
SIM with private IP address (confined to a particular
sub-network, can be reused again and again on
different sub networks so are in plentiful supply) is
no problem -- however, these are useful only for
telemetry and similar.
