news.falch.net has pilot.programmer.gcc which is for user-level discussion of prc-tools. I don't think there is a news-to-mail gateway for that.I would love to find a mailing list for users of prc-tools.
tools-forum is the appropriate list at news.palmos.com for discussions about tool development and use. Discussions on bring up a new Mac OS X toolset would probably best be held there.
