I was involved in a project recently that did Bluetooth Development. For
Windows, there's little to no help at all. The latest Windows SDK only
supports SDP, and not L2CAP or RFCOMM. For Linux, the BlueZ project is very
nice, and they have lots of sample code and modules. However my friend had
to get the latest kernel and build it into Debian to get it working, it took
him a while.

Most of the Windows Bluetooth interfaces are quite proprietary for the
reason mentioned above. Sometimes if you get the right drivers you might be
able to have a program work over a standard profile (protocol) for example
L2CAP or RFCOMM or the Serial Profile I believe you are aiming for.
