AFAIK in the wxWidgets toolkit wxWinCE port works fine on PocketPC and probably fine on MS Smartphones (have to polish a few things), http://abx.art.pl/wx/wince/ and wxPalmOS port is in preparation for Cobalt http://abx.art.pl/wx/palmos/ so you can start to code with wxWidgets for WinCE and later easily port it into PalmOS Cobalt (once it is released).
