Are you building an icon for a Java application or for a standard Palm OS app? For standard apps, I've had good success just designing small bitmaps using Paint Shop Pro or a similar image editor.
There are a few on-device icon editors that can be used too; they can often be useful since you can do the on-device preview directly, and you can easily sketch out your icon.
