I believe even Palm wouldn't be that stupid to release the camera recorder with such slow rate as it is if the hardware wouldn't the major bottleneck. Of course, there's a chance you can get (a bit?) better results by rewritting camera "drivers" and all lowlevel code, as there's rather always room for improvement comparing to some built-in Palm code, but I rather doubt that's what you've been looking for.
