pp tries to create the par-<user> directory in /, instead of /tmp

If you happen to be root, it succeeds, but cluttering / with tmp dirs is
poor practice. If you aren't root, it fails for lack of write on /.

I tried a reinstall via cpan, and saw the same failure in the unit tests:
