I've been having the same issue. Someone's been using an address of mine to attempt to sign up for Facebook, changed the email they have on their mortgage, etc. I thought it was a scam at first, but now just seems like stupidity. The mortgage was straightened after a quick call to the bank who couldn't confirm anything, but seemed reasonably sure it was a simple typo issue.
Don't attribute to malice that which can be attributed to stupidity, I suppose.
