Don't know about the jaws end, but Freedom does and they can direct you.  As
a window eyes user, all I need to do is select the card to which I want win
eyes to speak by going to my audio tab in the control panel and highlighting
the proper card.  then, I simply reboot.  that puts win eyes where I want
it.

Then, I select the other sound card, and go to my media players and ensure
that they are all pointing to that second card.  works for me like a charm.
I think freedom requires some adjustment to the ini file of some sort or
another and you should be fine.
