When you have a playlist set up in the playlist editor. You need to
highlight all files with control a.
Keep in mind you must still be in the playlist editor in winamp. Now that
all files in the playlist are highlight use the right mouse button numpad
star. A menu will pop up and the first item should be "play item(s)" Go
down until you find the "send to" item. In that subemnu there will be an
autotagg option.
Let me know if you don't find it.

Which version of winamp are you using? standard or Professional? I
folowed your directions but there was no option for auto tag. I have
version 5.5.5.2460

It can be done. I believe the easiest way is to put the files in to a
new playlist, highlight all songs in the playlist, and I believe you
can then do a right click and there should be a send-to submenu then
under that will be autotagger.
The method i use is this. When in winamp, bring up the playlist
window, control n for new playlist, load files, go to to the top of
the list with home, highlight everything with control shift end, then
a right mouseclick with numpad asterisk.
That's the way I do it and there is probably a few other ways as well.
