VCR Converting

I have some vcr tapes I want to digitize.  Ideally, I want to edit out the 
commercials in these tapes so I don't have to fiddle with fast forward to 
skip them.  Is there any software/hardware package which will make this 
possible?  The way I see it is either I have to convert from tape to 
computer and make the dvd from the computer, or copy the tape to a dvd on a 
dvd recorder and edit that file on the computer and then make an edited dvd 
from the computer.  I don't know which is possible.  None of these shows is 
commercially available or I wouldn't be going through this.  Thanks.
