Shoutcast and Icecast are free, the VPS server would depend on what you want, there are many choices. You would get the server first, must be a VPS or Dedicated server, so you can have root access and install either Shoutcast or Icecast. Prices depend on whether it is Unix or Windows, speed, size disk, etc.
