I am using IPNetRouter with two powermacs (7600 & 7500) and an HP Vectra 
win98 machine connected to a Farallon Hub then to comcast@home cable 
modem via a crossover cable. No problem.

BTW Have you checked your crossover cable?

First of all,  have you downloaded a hard copy of the  on-line Softworks 
installation directions? "Connecting to the Internet using a 
cable/DSL/ADSL modem and single ethernet". You Must follow each step to 
the letter!!!!I initally had the same trouble .
Here are some "how tos" I used to make it work.(summary only-use the 
detailed instructions)
  Two issues were key items that initially caused me grief
1.On The gateway machine   go to  the TCP/IP control Panel and enter 
under Ethernet, Manual, the ISP's supplied  info just as if you had only 
one machine: IP address, subnet mask, router address, name server 
address and search domain.

2.Create in IPNetRouter a "dummy" IP address that becomes the same 
address entered  as "router" on the slave mac and "Gateway" on the slave 
Win machine. The key here is that all slave machines have the same 
router address as the dummy IP address as the gateway machine, AND IS 
NOT THE ISP IP ADDRESS! It a created dummy.( hence the term;  IP 
Masquerading )

But, Its all in the instructions. Go to their website and find/download  
these instructions,
and follow them
