I am assuming  that you want to install as a second drive  into the 
lower bay.

My opinion only, direct answer to your question; its not "safe"

  My reasons follow:

What is the form factor of your Seagate?  3.5?.  is it 1/3h (1"" high) 
or 1/2 height ( 1.6" high)?
I would NOT  install anything but a 1/3h barracuda into the lower bay. 
Barracudas  get hot enough to fry an egg as it is! Putting a 1/2h in 
there is inviting disaster with respect build-up of hot-spots inside the 
box. There is virtually no built-in air circulation in that lower  bay. 
These hot spots could( and I say , could) reduce the operating like of 
you box. Its not the CPU temperature itself, but the possible long term 
effect of hot spots on components on the mother board itself.

" Heat Kills" -"Use Internal fans" is my motto.

In  my case,7600, after I added a second 1/3h in my lower bay, I added 
two internal fans: a 3" one ( CompUSA) in the top hard drive compartment 
blowing air onto the CPU thru the built-in grille; and a miniature fan
( from Taiwan)  , internally, mounted in front ( on the internal face 
plate)of the lower bay ,blowing outside air into the lower compartment. 
A piece of cake to do both.
I have installed a Radio Shack in/out thermometer setup with the remote 
sensor mounted on the top  of my  Sonnet G3 Crescendo 400 MHz / 1 MB 
card,close to the heat sink.
Outside Ambient reads 23.9C(  75.0 F     )    and  CPU heat sink area 
reads 27.7C ( 81.9F) , a +4C internal temperature rise. Not bad. Makes 
me "happy" .And readings have been consistent over the last two weeks of 
operation..
BTW  Metronome reads 26C ,

I am sure you are going to get posts from guys who will say that I am 
full  of s--t; are running  their processors at 55C with no problems, 
no  internal fans,have called Sonnet and were told not to worry until 
60C, etc. But what "they" dont tell you ( or know) is what effect this 
internal heat has on the operating life of the components on the mother 
board itself!

End game

My box will no doubt eventually  "die"  its natural death , but I will 
bet you a case of Coors light that it will not be because of heat.
