Once again you've missed the mark my friend...

1) 9 runs fine on older PCI Macs as long as you have enough drive space 
and RAM.  What you're doing to "turtle" your system is probably skimping 
on RAM - or being too impatient for power-hungry apps.  9 will do what 
he asks it to without complaint and indeed quite well IMHO.

2) Speed of machine is directly related to speed of the user.  You, it 
appears, are a fast user who wants instant gratification.  That will not 
be cured by a PCI PowerMac without an upgrade.  Others however feel 
differently.  I personally went around using an old 540c PowerBook with 
12/24 meg RAM for quite some time and was more than satisfied with the 
performance.  It's all in what the user is expecting.  It sounds like 
you're pimping for faster machines to your users - a cardinal sin in all 
but the Microsoft world IMHO.

3) There is nothing off-topic about running an OS on a PCI PowerMac.
