In Netscape you have to click on the exceptions button there and delete all the exceptions Netscape ships with. Mozilla ships with no enabled exceptions. Netscape 7 (and it's open source cousin Mozilla) *ROCK*, imo, but they need some decent computing horsepower to run, and under Classic, Mozilla's (and Netscape 7) is slower than in OS X. Under X it's faster than the PC version.
