In a word, yes.
Before some upgrades, I put 10.1 on my 9600/300 and it worked fine (if a little SLOW). I stuck 768MB RAM in there with a G3/400 and it works better now (with 10.2.8), but it's still a little slow. A better video card will help, of course. Your on-board video will work, but it's unaccelerated.
