I have purchased a 20" LCD screen (coming soon!) and am thinking of
something a bit more more than my onboard 7600 vram (4MB) or the 8MB Twin

S-Video, 1 x Composite Video, 5 x USB (1 Upstream and 4 Downstream). Any
recommendations for a Mac PCI video card that is not too expensive (I might
not have this screen on this machine for all that long...)

of thing be ok, I don't play games...)
What OS are you running? Do you want every bit of performance that you can out of the monitor?
If you are still running 9 and intend to stay there? My favorite OS 9 video card is the Voodoo 3 3000. Very fast and will knock the socks off of the radeon 7000 or any other pci card in 9 (except the voodoo 5 series). However- these cards are NOT supported under OS X. Also, they only have VGA out so you will not get the quality you would if you used a card with DVI out.
Are you running X or intending to on your new Mac? Your best bet at that point is a Radeon 7000 with DVI out. That way you can hook the monitor up to the DVI port on the card and get the best picture possible, compared to using the VGA port. You will also be able to get all the eye candy that X (at least up through 10.2.8) has to offer by running the PCI Extreme patch to get the full Quartz Extreme effect. Also, when you get newer Mac, you can take the card along to run a second monitor.
The Voodoos go in the range of 15-25 on the swap list and the Radeons are in the $40-50 range and a much bettter bet than the 16MB Rage. If you are adventurous, you can get a flashed Radeon on eBay in the 35-45 range. Just check out the seller. I am running a flashed 7000 in my beige G3 with no problems at all.
I think the 16MB ATI Rage Orion is not worth it. The card has only ADC and VGA so to get the most out of your monitor, you will need to get an ADC to DVI connector at additional expense. Be careful, many of the ATI 16MB cards are AGP so study the auction well.
