I'm sure someone has already said this to you, but as a fellow 9500 owner
(180/MP) I have actually seen this happen, and it was always one or more of
these factors in combination:

1) Badly seated RAM
2) Badly seated PCI card
3) PRAM battery dead
4) CPU card not fully seated
5) Badly terminated SCSI chain

RAM is the killer. I had a really bad run where my 9500 would refuse to boot
or just plain refuse to turn off. It would spin up the disks, but the
monitor would be off and I had to hard/soft reset it multiple times to get
it running again. I had to bite the bullet and gut it and put it all back
together 3 or more times to get it right.
