Welcome to the list. I will try to address some of your concerns.

Are you sure you have a 7500? The 7500 originally shipped with a 100 MHz 
processor and is highly upgradable. OTOH the 7200 shipped with a 75 MHz 
processor 
and is more limited; some consider it a "road apple" (read road kill if you 
are new to the Mac world).

Can't answer your modem problem, all my modems plugged into the modem serial 
port and worked flawlessly.

As far as the Seagate HDD, if it is not Apple ROMed you will need initialize 
it with Drive Setup while booted from your Mac OS system CD. OS 8.6 and 9.1 
recognizes many non Apple ROMed drives. If the HDD is still not recognized in 
Drive Setup there is a free workaround hack that should do the trick.

In my experience the best OS for a 7500 depends on you upgrade path. I used a 
7500 with a G3/466 MHz processor upgrade, 512 MB RAM and a pair of18 GB 
Western Digital LVD drives with an ATTO UL2D SCSI card and OS 9.1. It was my 
main 
computer for the small printing and graphics business last year. When I 
upgraded to a APG G4 I did notice a boost in performance but not really not 
that 
much. The 7500 is a great computer IMHO.

And OS 8.6 is also a good choice for the 7500. If really want to experiment 
get Xdpostfacto and run OS X.
