It certainly should not take that many starts to get going. I'd say there's a memory problem from what you describe... sounds like the OS is running into the memory errors while it's loading, but sometimes succeeds due to the random nature of the errors. Unfortunately, the locations of the memory errors given by most tests aren't of any use in locating the problem unless you're an Apple engineer who constructed the memory system in these PowerMacs.

In this case, you can probably just start pulling/moving DIMMs until you can get a full boot in 1 start; no need to run a memory test again until you get that far. As you're working on it, check the numbers on one of the little chips for each DIMM; if it ends with -7 or -70, I'd suggest pulling those DIMMs first since they're usually older.
