 I've got a 7600 with a sonnet 400Mhz 0.5Mb upgrade G3 card in it. Is there
any mileage to be gained by getting either a 500Mhz 1Mb cache chip or a
700Mhz 1Mb cache chip? About how much improvement if any in speed would
there be?
 On the other hand would it be better to buy a second hand computer and
start again?

At this point, you are kind of at an end of life for the power surge (75, 76, 85, 86, 95, and 9600) computers. To answer your question on keeping it or getting a new one, it depends on how many ADB and Serial peripherals you would have to replace with USB equivalents, and if someone else in the family or a friend can make good use of the computer in its current state. If you do have some peripherals, you should also consider that there are USB to Apple Serial (the round connector) adapters and Griffin has a USB to ADB adapter also. These _may_ allow you to keep you peripherals, but you should check with the manufactures to confirm this. The speed increase you will see will depend on what you are using the computer for, the OS version you are running and the amount of memory you have (OS X will use all you have, 9.1 does very well with 256 MB or more), and the speed and size of the Hard Drive. If you have upgraded the RAM and HD, you will see some speed increase otherwise your current CPU is probably limited by the rest of the system.
