Clint Windows Explorer needs to connect to the Internet because you can use 
the run line and send email or access the net from a local point instead of 
accessing it through your browser already on the Net.  It is a good way to 
send email so it can not be traced.  Also with Win 98 and beyond you can 
configure through toolbars/customize you can create a launch pad from your 
desktop and access any http site or ftp site.

I think that is why access to the Net through Windows Explorer makes sense.
