Thanks to Russ for his suggestions and to Marlene for forwarding his answer
to the list:
The download was simply to a local college for their application to
admissions for some tentative courses I would like to take. Nothing illegal
really, just trying to use a catchy phrase on the subj line to generate some
interest in my problem.
The following are the details to the error:

The file I downloaded is a .pdf file. Can you get a v*rus with that type
file? I did, however, scan it with InnoculateIT, just in case.
I also checked for the comet cursor, as suggested. It was not there.. I
cannot end task, as I have tried to do the ctrl/alt/delete and it does not
respond at all to that.
The only thing I have not done is to remove the download yet. If all else
fails, I will do that.
Any others suggestions out there? TIA,

Umm I Don't think your breaking the law, unless someone tagged that download
as a flag(considered something illegal to view).
It is possible that you downloaded a v*rus, Have you run a scan? It is also
possible that a webpage got tagged to your computer....Try going
into your task manager and ending the task associated to that error if that
doesn't work go into your control panel under add and remove programs and
see if you have something that wasn't there before ie..my comet cursor...
highlight it and remove it....Lastly try removing the download that got you
into the situation in the first place...
