If it didn't go into Standby before, then its probably not in the bios, but in all of the power settings (Windows default when installing is with all of these turned on). Go to control Panel, Power Management and set the Power scheme to Always on, System Standby as Never and turn off disks as never. If you want the monitor to turn off after a given time, then set that time to your choosing. For a desk unit, you should not have the hard drive shutting down and with a number of systems, as you are finding out, should not use the Standby or sleep modes.
If you need to go into the bios, then as the machine is booting up, start tapping the del key. Check through the menu options and look for the standby. I'm not exactly sure which screen its on, but it probably isn't in the first. If you don't find it, let me know and I'll go into my system and find it for you.
