This reminds me of something different comparing the
'security' tab in OE6 to OE6 SP1 (IE6 SP1)....if I recall
correctly, the security options seemed to have changed a bit.
You don't say which version of IE6 you're using, so I can
only speak for SP1.  Like you did, anytime you need to change
any settings in OE, go to 'tools', 'options', then you'll see
the tabs to investigate.  In your case, do that, then go to
the 'security' tab.  In that area, mine is set to "restricted
sites zone (more secure)" and I never get any warnings, but
you can try to dot the option above that; "Internet zone
(less secure, but more functional)".  That is what usually
controls the warning for Active X.

Note though, be sure first this is happening with ALL of the
emails.  If it's only one, you don't want to change your
settings just for it, because it may INDEED be an
unsafe/unsigned Active X control.  Always keep you security
settings as high as possible while the program (OE in this
case) still remaining functional.
