Video card model?  AGP or PCI?  If AGP are you sure it's
compatible with the AGP slot voltage and "1x/2x/4x" wise?  Is
your video card correctly identified in the display
properties?  Do you have the correct video card drivers (and
have you reinstalled them?)

Monitor model?  Is your monitor correctly identified in the
display properties?  If your monitor requires drivers are they
installed (and have you reinstalled them?)

Motherboard model?  Do you have the AGP drivers installed for
the mobo (if it requires them)?

There is no 'proper setting' for "bit" color, you set it to
what you want....16 bit uses the least amount of resources and
99% of the time looks the same as 24 or 32bit.  The color
depth you choose depends on whether your monitor and video
card support them.
