This appeared the first time you posted.  I don't have a clue why Norton
acts that way but why don't you just exclude that folder from the scan.  At
least the problem will go away.  Someone on the Symantec forums might know
the answer. 
To exclude it, go to options, manual scan, exclusions.

Was visiting my great aunt on Sunday. When she does a full s*stem scan it
always locks up on a folder
called C:\Sierra\Solma00\Mahjo**ng layouts and only 144 files are sca**nned.
If I move the Sierra folder to the desktop and try it again, it hangs at C:\
with about 13 files scanned.
Move it back and it locks up on this folder.
What I think is odd, is that N*rton always starts on this folder.
Should I reinst*ll N*rton for her, or is there another option?
