If it is a corrupt password file, you could use your boot disk to boot to dos and then delete that file. Someone will have to tell you where it is in Win98. I don't have any computer with that O/S on it anymore. The file is *.pwl and would have your user name as the *. It's probably in C:\Windows. You will have to set up new passwords once you have deleted the file.
I had this problem a long time ago but didn't have the boot problem you are having. Explorer just crashed constantly. It may be you system is configured differently.
