If it is a corrupt password file, you could use your boot disk to boot to
dos and then delete that file.  Someone will have to tell you where it is in
Win98.  I don't have any computer with that O/S on it anymore.  The file is
*.pwl and would have your user name as the *.  It's probably in C:\Windows.
You will have to set up new passwords once you have deleted the file.

I had this problem a long time ago but didn't have the boot problem you are
having.  Explorer just crashed constantly.  It may be you system is
configured differently.

The problem is that every reference indicates that you have to 
actually be able to boot up. Every time my computer boots up, it will 
not complete the boot and doesn't show a start button. It also 
doesn't go into Safe Mode.
