I just found a place where it does make a difference - in the Time and Date
properties of Windows.

Change the time (I tried it with the seconds), and the clock stands still.
Click Apply and the clock moves. That's good for setting the seconds. Click
OK to close the app.

However, I found no other case in which Apply was needed.
