There's only one profile Ben (for video, user account, and
hardware profile).  This is my test PC that uses a lesser video
card than my ATI AIW.  Under Display Properties, the monitor
can't be clicked, removed, or changed.

There's no monitor listed in the Device Manager in safe mode,
so I can't "remove" it.  I do have a monitor listed on my main
PC in normal mode, so I don't know if this is normal for safe
mode or not.

Under "hardware profiles" I only have one profile, and it can't
be changed to reflect any refresh rates, nor can another
profile be added!

I created a new user account, enabled "Fast user switching" in
Services, but that service must have "Terminal services" on but
it can't be turned on in safe mode!  So, I can't switch users.
Even after restarting, I don't get any logon screen.  I was
hoping I'd be presented with another user login since that
would have default refresh rate settings.

Ah, I found a way.  I started in "Enable VGA mode".  To do 
that, I hit the F8 key while booting, then it gives you that 
menu.  Then when in VGA mode, I was able to change the refresh 
rate.

What monitor profile is it using?  See if you can change that.
If it's using an incorrect one, rename the profile so it can't.
Hopefully you can get back to something like default
monitor that will lower the refresh rate.


As a last resort reinstall the video drivers but you have to
wipe the registry settings for the old ones before you
reinstall.

My 19" monitor on my SP2 test PC is out on loan.  I had to use
the PC, so I had to hook up a 17" backup monitor.  Windows
won't display because the refresh rate is too high for the 17"
monitor.  So, like I always do, I restart in safe mode to
change the refresh rate.  WRONG!  In the drop-down there's no
refresh rate selections in safe mode, only "adapter default"!
I clicked "OK" anyway, restarted, nothing, same thing.  I can't
even lower the resolution to something that supports the
current refresh rate!

How am I going to get around this?
