Thanks Wally.  Interesting suggestions.  :-)  I had to use that 
2nd method before when a mouse didn't work.  I found a way, I 
just posted this:

Ah, I found a way.  I started in "Enable VGA mode".  To do 
that, I hit the F8 key while booting, then it gives you that 
menu.  Then when in VGA mode, I was able to change the refresh 
rate.

came up with a reasonable one.
        You could try removing the monitor from
the computer, then unplugging for a time. Then
plug it in again until it stops booting. Then
shut down and turn it off, unplug it,
attach the 17' monitor. Plug it
in and turn it on. See if it resets to the 17'
monitor.

If you have a computer with the same number of
items under control panel you can practice getting
to the display settings using the keyboard and do the
same thing blind on your 17" monitor computer.
I have tried it and it can be done using the arrow keys
and the tab key with both the ctrl key or the shift key,
depending on the location.
