I disabled SpyBot's "Immunization" area, and disabled SpywareBlaster. That bar then went away, so it was one of them causing it. I then tried to duplicate it and to narrow down which program and exactly which PART of the program was doing it, but I never could get rid of it again and it's apparently back permanently.
