How up-to-date is your windows 98SE install.  Didn't Microsoft update the
window installation program.  Here's a link to windows installer 2.0 but I'm
not sure it's what you need and I don't have a windows 98 install any more
to test on.

Does anyone know how to run .msi installer files on WinSE?  I 
was trying to install Ghost from a SystemWorks 2003 CD, and it 
clearly states in the Ghost Readme file that it will install on 
'98.  Yet, the installer (Ghost.msi) is a generic icon and 
won't open.  Clicking it only opens the "Open with......" 
dialog box.  I tried using "Explorer.exe" to open and that 
didn't work.
