Need a little more information here.  What do you mean cannot be installed?
Have you tried it and failed?  What happens?

I don't know why you would want to install Win98 on a machine that has
hyperthreading.  Win 98 won't recognize more than one processor.
Hyperthreading makes the operating system think that there are two
processors.  You are really limiting the capability of the computer.
