Like Ben, I'm not exactly positive what you're trying to do. 
But I'll take a guess.

For one, as Ben pointed out you're missing at least one thing 
for HT--you can't do it on Win98, only XP supports dual CPU's. 
Then of course you need an P4 CPU that's capable of HT'ing.

hyperthreading.  Win 98 won't recognize more than one 
processor.
Hyperthreading makes the operating system think that there are
