Dos doesn't work on WinXP because usually there is a different file system called NTFS. Win98 used a file system that was called FAT or FAT32 .
Before you start deleting things especially in the registry lets make it clear how you got the folder on your desktop that you can't delete. Go through what you did again and what exactly is in it.

Ben, there is a "Commnd" prompt on XP (I say that reminding you that I know nothing about DOS). If that is of any help, let me know what commands to put into it. The curser is blinking after --- C:\Documents and Settings\Compaq_Owner>

As I said, these folders were all once a part of the Start menu that I copied onto the desktop as a backup for some work I was doing on the original manu. That was all before you told me there is a classic view option (which I am grateful for). So it is one folder now called "Try to delete" and inside that folder are four folders named a, b, c, and d (all empty). The lettered folders do allow for name change. All five folders have attributes "read only" and "hidden" unchecked --- Harold
