Sounds like it would be easier to use a surge protector or UPS 
unit with a phone line/RJ11 or RJ45 jack.  ;-)  Then you don't 
have to worry about surges when you're connected.

To answer your question Dale (BTW, why are you doing that?), 
DSL not unlike cable, needs to "sync up" again and that takes 
time, no way around that.

I leave the DSL modem on all the time.  When I want to 
disconnect from the
phone line, I just disconnect one of the phone wires at the 
joint connector.

I originally came up with this because maybe 80% of the 
computers I repaired
had blown modem cards due to lightning surges on the phone 
lines.  Using the
connector saves having to crawl around,  reach behind the 
computer or
whatever to disconnect the phone line.
