Perhaps, but if you want to go back to plain text, go to another message, then 
back again.
I would think OE6 worked the same no matter which system you use.

That may only work on XP, and it will only change HTML to plain 
text, not back again.  BTW I searched the registry for this 
area and couldn't find it.
