Not necessarily scroll SPEED, it may be the number of lines 
scrolled.

You should have "Display Adapters" in the Device Manager.  If 
you don't, there's probably not any drivers installed.  Are you 
using an AGP or PCI video card, or is it integrated?  If the 
latter, slot drivers are irrelevant.  If PCI, you MIGHT need 
some kind of .inf chipset drivers, that's also sometimes needed 
with AGP slots but sometimes with AGP slots you may need actual 
AGP drivers.  This just depends on the mobo and only you can 
find that out by the mobo's model #, then going to the website 
to see if has any inf and/or AGP drivers for it.

Just because there are no yellow marks in the DM doesn't always 
mean something.  You could have **generic** video card drivers 
installed (which are generally bad for video), and in the case 
of AGP or inf chipset drivers, the DM is usually an idiot as to 
whether those are required or not since Windows will in some 
cases load generic drivers by default for them anyway if 
needed, and if so, the generic drivers are not always 
acceptable.
