If I remember right, 95 has a "restart in DOS mode" option on the Start
menu.
I would assume you could then launch it from there.
Safe Mode has a DOS option also.
Have you tried Start/Run/Command?
You should also be able to create a startup disk, boot to the A drive,
then C:.
