I came in on the middle of this, but:
If you are using quark you can buy Tiff-it XT xtension that allows you to place a Tiff-it P1 file, really 3 files but you only place the header/FP files. Then you can save a ps file for distilling.
Other than that you need a special 3rd party RIP like RORKE Data's PageComposer or maybe a RAMPAGE RIP??.

Ah, didn't release you were using the CT/LW components of TIFF/IT - most folks just use it as a standard TIFF.
In that case, you'll need software such as Apago's Piktor or Pheon (http://www.apago.com). They are FULLY TIFF/IT aware (with full CT/LW support) and can do proper conversion.
