   non-developer information, in particular wiki webpages that cover
   introductory topics: what is gnupdf, what are the goals, the
   threats...

I agree. The reference manual is continuously changing, and I doubt if
it would be worth to start translations at this point. Would be good
to have translations for the webpage contents (the mediawiki
installation has support for i18n).
